The Three Heavens

The Three Heavens are controlled by Kirby. His lieutenants are Roy and Wario, because Roy is a master tactician and Wario is rich and has bribed Kirby with an unlimited supply of food. Kirby has placed Steve in charge of domestic life because Steve used to be part of the proletariat and knows how things should be run. Meta Knight is Kirby's bodyguard, and it can probably be argued that this is nepotism because Meta Knight is part of the same species. (Kirby is a pretty corrupt ruler.) Greninja's job is to sneak around and try to find out who is sabotaging the army, but he can't, because Snake is too good at hiding in boxes.
